Different question, but I've only played ck2 (have 400hrs on it). Is europa better or worse than ck2?

It's not as braindead easy. Still, I would say CK2 is better singleplayer, and EU4 is much better in multiplayer.

Yes but set it in a different part of the lore. Like a northern continent or Japanese inspired region. Doing the same location again is lazy.

It's different. I went from CK2 to EUIV and ended up way more addicted to EUIV. Playing as someone like Scotland and trying to take over the UK and out colonise Portugal and Spain is a lot of fun, also a great way to learn the game.
