Darling operated under a veil of secrecy because he was worried about the information hazards he dealt with on a daily basis, a fair and understandable approach.
The only reason Jesse and Pope are shit talking it is because it made the Hiss invasion far more destructive due to how splintered the Bureau was.
Trench was considered a great Director if a bit of a hard ass and clearly knew more than he let on. Not even he fault everything went to shit because he had a interdimentional being whispering in his ear 24/7 and no one but Darling knew.
At no point do they call them arrogant men, the whole 'not like them' is them saying they are operating the Bureau in a more open style where there is less seperation between divisions and stations.
