They both have their place, depending upon the kind of rpg.
I don't think limited healing items work on certain RPGs like Bloodborne, it kinda forces you to replenish in earlier areas

It depends on the type of RPG and the supporting gameplay. In a faster paced action RPG it may be better to just have replenish-able recovery while for turn based the alternative may work better since healing is generally already available via spells and consumables are for big burst heals or panic situations.
Yeah, it was really a mistake for them to go back to consumable items like that. I get why they did it though, they wanted to make it so that you would actually use more, by having them replenish a bit as you actually play, but there are definitely better ways they could have implemented that.
If I had to change how BB's items worked that was still in line with how I think they wanted it, I would make it so that hits against enemies filled empty vials an amount based on your weapon's rally properties, but only when your health is full.
