Guns and cars being “illegal to mod” is a misnomer. The laws restrict HOW FAR you can modify it, not you can’t mod it at all. Nations set limits like what parts and measurements are allowed based on arbitrary standards to give the population a false sense of security to better control them; nothing more.

But the developer's vision doesn't cease to exist because someone mods it. The base game will always be there and I doubt most people mod a game before trying it out for the first time. Besides, what's wrong with people enjoying a video game the way they want to?
