i remember a story like that, apparently the dude was playing kof95 and he beat this dating couple pretty badly in it and felt really bad about it and so he decided he wanted to make a game that casuals could get into without much trouble
don't think he managed to get anywhere, though, but i heard he was really inspired by rolls, spot dodges, and hops of kof

The first time? Over reliance on dated hardware and not being able to adapt to 3d gaming when it was becoming more dominant.
Outsourcing their port jobs to companies that do half-assed jobs like DotEmu and Digital Eclipse.
Not learning how to adapt 2D animation in a similar manner that ArcSys managed to perfect.
No WELL KNOWN franchises other than KOF, Metal Slug, and Samurai Shodown.
A failure to adapt from the arcade market to the home console/portable market.
