Pack 1 is obviously third party characters new to Smash, but there's no saying if pack 2 is going to use the same rules. for all we know they could be first parties like Dixie Kong, or a dirt cheap echo fighter pack.

Tails really shouldn't get in over other Sonic characters (and I'm of the opinion that we don't NEED other Sonic fighters aside from Shadow as an echo)
