Instead of simply covering the matter of free speech or not free speech, the judge decided to make some rulings to clean up the mess of a case and went beyond the scope of the hearing to dismiss claims. It's ultimately the judge being sort of miffed but he was only miffed because of the attorney.

First impression is a combination of both, but the fault would mostly be the lawyer. If you're stuck with an awful piece of shit judge you have no choice but to play by their rules and this attorney clearly didn't. It's the fatal flaw of a judicial system that appoints judges for life what in the actual fuck.

Yet later in the show they show normal fighters being able to keep up with SS Blue, like Krillin and Gohan. Even fucking #17 gets an insane power increase just to keep up with the plot even if it makes no goddamn sense given the lore about Super Saiyan God.
