Rachel is harder than playing Carl imho, especially with her most optimal combos. But yeah playing Naoto doesn't feel very nice. I have no idea why they made a shoto character so technical.

I'd say you need to define what "technical" actually means. Imo there needs to be a distinction between execution and knowledge. Like, to use your own example, in order to do optimal shit with Akira, that demands higher execution than most other characters, but in terms of what you actually need to know and be aware of in a given match he's far more straightforward than someone like Shun or Lei or Vanessa or Aoi. I would say those characters are more "technical" but require less execution.
It all becomes very hard to say when you've got shit like the rekka infinite for Flame Iori in KOF13. To do that infinite, yeah, insanely hard. Is Flame Iori a difficult character? Fuck no.

Yeah, I don't like that. I would just say "most executionally demanding" or something. Technical is such a vague word and doesn't really describe a character well imo. Like, I'm now thinking about someone like Chun-Li in SF4. Very straightforward gameplan, maybe a little bit more execution required than some but nothing truly insane, but being able to consistently anti-air with her? Well, that requires a fair amount more knowledge than you'll need to anti-air with a lot of the cast. Does that make her "technical"? I wouldn't say so
Note that I offer absolutely no solutions to this non-problem and instead am content to just complain about words

I don't know about that, when you have characters like Anakaris who play very differently from the rest of the cast, you have to be more sensitive to certain board positions than you otherwise would be
