Though, in the current decade, the West's ability to produce physically attractive characters and not shy away from something as natural as sex appeal, has has decreased a lot and has put her behind the East in character design. It also helps that the Japanese almost always seperate politics from gaming. Because that's the point of it. Gmaing is an escapism.
And, ironically, Japanese can create much more beautiful caucasian or african characters than the West.

On the other hand, I think it's also fucking stupid to worry/care about what women in a game look like, whether they're ugly or hot as fuck. If it's a quality ass game like Tekken then sure, they're all gonna be hot because they're athletic, and the gameplay is also tight as fuck. If it's Dead or Alive Volleyball horseshit, I could care less what they look like, nor will I play it because I don't care about minigames.
