They literally cant, the people that want to play retail would stop playing (And paying) if blizzard starting implementing changes to make it more like classic.
Classic and retail existing at the same time and offering different things is fine, they fill two different niches of players.

How would they fix it exactly?
>Multiple expansions with different writers, retconned storylines and lore, no cohesive art style anymore
>Clashing models and textures due to being made years apart and having wildly different resolutions/poly counts
>Entire empty continents of content which only exist for players to fart around in for an hour before moving on (unless you're an achievement/mount autismo)
>Layers upon layers of convenience systems over the years
>Layering and crossrealming
>Ability pruning and oversimplification of stats, gearing and class design
>A fanbase which would shit their pants in fury if you took away any of their convenience

They would either have to make a new MMO or make Classic+ and avoid all of the pitfalls which lead to retail's current state.

There's already high key Mythic+ and ridiculous number of difficulties in raiding scene, but I'd be okay with new variation of Mage Tower Challenge each expansion.

Not only WoW is still solid after 15 fucking years (name one game where millions of people pay $15 per month which lasted so long) but things like LFR are liked by the majority of the community.
Since WoW expac have nothing to offer than new raid, it's pefectly fine for the majority of the players to be able to experience it w/o having to be locked in a guild like it's a new job

No, they're literally copying Runescape Classic. Soon you'll need two different subscriptions for retail and Classic, then Classic will get good content continuing the spirit of the original while the retail gets worse and worse and is only played by people too addicted to their 9000+ hour characters.
