Judging by the discussion in this thread, I think it automates the existing manual process by which you can add non-Steam games to the Steam client. The appeal is having all of your games in one client for a nice, clean, unified view of your digital game collection.
Playnite does something similar. It's a standalone app that can automatically import your games from Steam, GOG, etc., and launch them. GOG Galaxy 2.0 has many of the same functionality built into GOG's own client. I'm pretty sure Playnite has more features than any of the alternatives, although I suspect GOG Galaxy 2.0 (still in beta if I'm not mistaken) will catch up eventually. My big problem with Playnite is that it doesn't allow import of Uplay games unless they're installed. I know import of uninstalled Uplay games is possible because GOG Galaxy 2.0 does it, despite having fewer features overall.
Anyway, I guess what I'm saying is that none of these options are perfect, but they're all still in development as far as I know.

That's the thing, you made Steam that unique library, I'd back your analogy but I could say the Diskettes are Steam games so you can all store them in a neat bag designed for it, but you can't fit CDs, other launcher's games, or any other format on them, but you try so hard to do so. ROMs or DRM-free are the exception, of course.

Non-Steam games don’t track playtime or have achievements or appear to friends, since they aren’t in Steam’s library.
But launching games thru Steam is required to have access to the Controller Rebinder, the in-home streaming functionality, etc.
