It's a weird mix of "hey this guy is creepy because he blends in" and "hey this guy IS SO CREEPY LOOK HOW CREEPY HE IS LET'S PUMP HIM NARRATIVELY UNTIL HE'S A GIANT MARY SUE AND WE'RE BEING SO FUCKING LOUD ABOUT HIM THUS DEFEATING THE PURPOSE".
He's a good character but the way the handle him is so clumsy.

Is he a villain though? A superior entity such as himself can do whatever the fuck he wants with us, and even like that he allowed Geralt to be on a position where winning was definitely a possibility.
Yeah ? He might be powerful but he definitely understands human morality given how he uses it and mock it all through the DLC. Just because he's fated to be a cunt doesn't make him any less of a villain, it's not like he genuinely wants to help people.
I think they did a good job making him more of an unassuming miscreant. I see your point where they kind of ramp up his powers somewhat quickly, but I still think that was even handled well enough.
I don't think he's evil per se, but he's without a doubt predatory. He meets with people at their lowest point to grant them some desire and generally collects a soul as payment. He clearly doesn't mind sparing people though, as with the case of the Spotted Wight. Sure her odds of redemption might as well have been nil, but she was ultimately restored. Maybe Gaunter knew that Geralt would be the one to save her one day?

Not a villain. Just an antagonist. He is 100% as much in the right as you. But is still vehemently opposed with your goals due to the nature of the situation you are both in.
