The problem is that the penal code only applies if you can get the charges to stick, and to begin with, trying to charge the woman with abandonment often backfires badly in the face of the system (especially when the woman has a history of being problematic, because then it implicates CPS and CPS doesn't want to ever get involved).

So basically you have the law as it is written in the book, then you have the law as it is actually applied in court. A lot of the "cases" involving bad parenting never get attention because the justice system doesn't really know what to do with these children even if they end up taking custody, and for a lot of situations the default solution is "State takes custody". In neighbourhoods with weak enforcement and a weak support system, many cases just slide because the State can't support the kids anyways, and they end up being treated like the homeless.

I remember playing the first Alice game and thinking the environments and general tone was incredibly creative but the combat sucked balls.

The combat is a little bland if you're only using one weapon the entire time. I think it's fun if you start swapping weapons often. Like for a boss fight, I'll throw the knife, drop the exploding jack-in-the-box, use the ice wand while it's going off until the knife can be thrown again. And it helps if you start figuring out which weapons are more useful against the different enemies.

Paris is okay if you have the money to live inside it. Like every big city it as bad district but some are good (place around Republic place is nice to chill at a bar with friend).
However it's different when you live not inside Paris and you have to work in it.
You take 1h of subway the morning, same the evening, it's crowded, some station smell piss (they started renovation to fix that) there's is technical issue everyweek, when everyone become apathetic to it.

I still don't understand why anyone pays any attention to it. The people don't care what they're outraged about, they just want something and will immediately drop whatever the current thing is when they're bored if it.

The games are fine. First one is slightly janky in terms of control, second one felt like an improvement in that regard. Stories are dark, but not all that bad if you don't expect it to be a straight rip off of the original Alice in Wonderland story and just take it for what it is. There's some basis for the things that go on in the story, so to some extent it can be appreciated for that. The game itself has clear signs of effort put into it, so it's not some sort of hamfisted rush job that can't hold water.

USA has child protection/abandonment laws. Even if what McGee's mother did wasn't legal, she went to another country after, and I don't think it would be a high priority case where they'd pursue her in another country.
