Moving your arms does effect move speed. In fact youd move faster with your arms at your side but with worse balance as a trade off. Arms are just for balance and the equal opposing forces would cancel out.

even arma 3 is like this. if you shoulder your rifle to free up your hands you run like 20 percent faster which makes sense since your can use your arms in a classic running motion which will speed up your movement

Not that that is CS:GO's goal, but this way is more realistic than COD/BF where there is almost no recoil when firing a 30 bullet clip.

If you maintain the top speed while running with your arms back then it is technically faster, but the problem with that is keeping balance as your gonna have to be leaning forward to get any speed and at that point it's likely you'll trip and faceplant.

It's a trade off between safety (having your gun out and ready) and speed.

Pretty much every game now has small timers on when you can shoot, and how quickly your gun will return to normal accuracy after exiting sprint. Most will have the gun completely inaccurate if firing straight out of sprint. They also usually have mods that can be equipped to the gun to change its performance as a gun that is easily fired out of sprint and hipfire, or a gun that requires ADS.

All these Counter-Strike kiddies in the thread trying to imply that choosing to hold one weapon instead of another is a deep and skillful mechanic. Meanwhile, CS:GO removed most movement abilities that actually had risk and provided reward if you pulled them off, all because actually rewarding skill doesn't gel well with the fact that the franchise was made to appeal to casuals that wouldn't last 5 minutes in an arena shooter.

That's a bit of an irrelevant point to make, user. Lupe Fiasco was able to beat Daigo in Street Fighter V, and Justin Wong was completely dunked on in Super Smash Bros, but anyone that's actually a participant in the FGC and knows the flaws of those respective games can easily explain how it's their failings in game design that lead to this kind of scenario, not their presumed "unique" complexity and depth. The same goes for high level FPS players failing to break into inferior games like Counter-Strike and Overwatch. If anything, I suggest you look more into the type of game design that goes into making something that would be appealing to casuals.
