Part of capcom's schtick is that black dragon's are secrets. They don't talk about them in the ecology books, they don't mention them by name, and they don't market them. Putting Fatty on the 15th aniversary poster and releasing that hq statue of him for the 15th anniversary is such a big deal that they had to come out and explain that they were breaking tradition this once by making some black dragon merchandise.
On the other hand, flagships are the kings of merchandise. Capcom plasters them everywhere and anywhere. Which is to say, a black dragon will never be a flagship.

Nakarkos had two forms, the latter which you could only see in High Rank. So he had a Low Rank skeleton like set based on his first phase made out of quest rewards, and in high rank he also had a second set made out of carve materials based on his second form which looks like a sort of blue cosmic pirate outfit instead.
