So, most people have a knee jerk reaction, and end up writing the Legion off as "villains". However, as you said, if people paid attention, they'd realize the Legion is persecuting actual corrupt individuals, or smugglers, rather than throwing innocents up on the cross. As far as we all know, the Legion treats their actual citizens ten times better.
