Then create hubs you cant progress to until you have fucked about in the open world enough.
Also having certain areas accessable but have higher level enemies helps.

But that's dumb because it's supposed to be a rare occurrence where the person who sees it is granted eternal happiness. It's work in the anime but not the game. In the game you should only see it when you're about to catch it.

you could easily curb this by putting high level Rocket barricades that fight you on sight
you can still flee (distinction between friendly and "evil" battles) but you can't get past them
you're all thinking of open world like BotW or Skyrim where you can climb or glide over anything
lock areas intelligently behind HMs or just high level trainers and it could easily work

It's bizarre how kino Pokemon becomes when literally any other company gets license to make a game with it. Look at Mystery Dungeon, Pokken Tournament, Pokemon Masters, Detective Pikachu.

What does that have to do with open world?

Pokemon's problem isn't that the world is restrictive, it's that the gameplay is tepid and unfun. Swoosh is going to give you much more freedom of movement but looks as shallow as every game that came before it.
