Maybe, except every single time we try to place any rhyme and reason to how they pick DLC fighters Sakurai blows them out of the water. There is nothing saying they can't update the game to keep the Megalovania remix constrained to an Undertale stage.
Also, they never said the new DLC fighters will come with stages or music. It is entirely possible that the Fallen Human will be DLC, added along with some music and no stage. The music would go in the 'other' category like Megalovania.
Wouldn't be the first time, as Corrin released without a stage and Fates music was patched into the FE stages.
