No graphics cards are good today other than the rtx2080. With next gen on the horizon only the rtx series will be better, but they cost 1000 to 1600 dollars.
I remember when the gtx1080 was the best, and now the ps5 will shit all over it.
I've compared the ps5 specs with graphics cards. Only the best cards of the rtx series can reach constant 4k 60fps for most games...something the ps5 won't do providing 1080p 60fps constant, and 4k 30 to 60 depending on the game.
High end GPU in 2016 struggled with 4k, mid-range 2015 GPU couldn't even come close to 4k, couldn't even play 1440p at a decent frame rate.
NVIDIA have a monopoly on the industry. The only alternative is radeon but these aren't popular in the west and although cheaper have performance issues.
Intel and NVIDIA can charge what they like because PC gamers don't care if they get ripped off, so long as they get their 10 or 20 extra frame rates.
Just get a ps5 and cheap laptop and you are done. PC is a dying platform and it's expected their user base will drop to 20 million world wide, half of what it was a decade ago.
Next gen consoles will be about rtx2070 level. Which is high end card, But also don't forget the next NVIDIA cards are on their way in a year so it's not quite as good as it sounds I must admit. Still, it's gonna be pretty beefy for the first few years after release

The first will be a midrange-focused Navi 10 architecture (this is what you were referring to) that should be competitive with the GTX 1070 TI.
Sometime later, a higher performance Navi 20 architecture will arrive that will likely double the die size and performance, and also add ray tracing support. The PS5 will use a custom version of Navi 20.

PC has always been dying and that's a great thing. It helps keep retards and fotm tards out because they are cancer. PC is always going to be niche because most people are brain dead and putting a few components together or installing a few programs is beyond them. PS5 is babies first introduction to gaming. It's going to get a cut down 5700. No dedicated RTX cores. Despite the fact that I wont buy it it's ultimately a good thing. It means AMD and Nvidia having to compete and push out much better hardware for the PC market as no enthusiast are going to accept having parity with a console. Likely scenario is prices coming down when the 5800/5900 come out at a severe discount to the 2080TI with similar or better performance. Intel is also getting into the game shortly after PS5 launch and intends on forcing prices back down to historically accepted norms. By 2021 my PC will be 10 years old and still running near everything fine and it will finally get an upgrade that beats the PS5 and whatever the PS6 ends up being.

PC is remarkably affordable despite limited manufacturers. It's only gotten better over time. My first real rig was over 3000 dollars for a 66mhz computer with 8 megs of RAM. There's also more people getting into the game which drives down cost.
Your right about PC not directly competing with consoles there is no real comparison. Consoles compete with PC and have sandbagged PC performance because it has to suffer ports and GPU manufacturers playing games with performance due to console sandbagging.
That market share is falling as AMD offers competition and Intel is getting into the GPU market stating that they intend to push prices down.
I expect prices to continue to fall as they historically have been. My first gigahertz class build had a 1200 dollar Thunderbird in it. My most recent rig cost under 1k and is 8 years old still doing fine. Maintenance and GPU replacement has put the cost around 1500 over it's lifetime which is incredibly cheap. All signs point to increasing levels of competition and prices continuing to fall.
