It counts if you make a mii that looks like him, name him Sans, and give him the costume.

Yeah I know, I just had a Sans Mii since launch, but I had to delete the smash version since I made him a brawler for some reason.

Obviously not
They just made the mii costumes better looking in Ultimate so it at least looks more like Sans would actually look

Smash devs are barely willing to include non-jap characters and the fact that an American Indie got this much representation is a blessing. Maybe next game
