Pretty sure that's not water boiling because of the temperature, but rather water that is being separated into oxygen+hydrogen by electrolysis. Water is such a good solvent that I really doubt pure water would stay that way with a shitload of electronics submerged in it.

I believe the practice is actually to wait until they go underwater and stop jumping up and down. The "drowning response" is an instinctive set of actions that humans take when they start drowning. Ironically, if the response is activated the person WILL drown and WILL die (barring outside help). It involves 1)not moving the legs, 2) freaking out with the arms, 3) repeatedly going underwater, then resurfacing to gasp (usually only getting more water in the lungs). As part of this, a person is not even able to scream for help. It's a bad, bad instinct.
If a rescuer attempts to help someone actively manifesting the instinct, they are most likely to be grabbed and pulled under by the drowning person, as part of the instinctive response. They can't help themselves. In the end, they both die.
So, if someone is drowning and manifests these symptoms, wait until it's safe for you to go in and grab them. Don't kill yourself, whilst also ruining their chances of being saved.
Also, be aware that a really drowning person is very unlikely to be able to call for help. So watch carefully. It can even happen in rather shallow water.
Finally, it is probably a good idea to look a little more in depth for the exact particulars of this response. Get the bets medical advice, and not just my muddled remembrances.

What you didn't mention was that in the first try, the enemy died on the second hit.
It has some weird prolonged death and you can still attack it/does contact damage, but if you leave it alone it would have died.

I don't know why you think this is a thing but it isn't, if it had died on the second it it wouldn't have done damage to the player when touching it, it could not have been hit again, and enemies in Bloodstained will always drop their item immediately when the killing hit connects. I have never seen nor heard of anyone claiming it works like you are.
