Only two or three years, which is actually a very short development cycle. Meanwhile there are plenty of dev hell games out there that were never released despite being in development much longer, and animators who wasted their lives trying to get a movie made for like 30 years only to fail, despite their amazing talent.

Get a user-friendly DAW like FL or Ableton and fuck around until it sounds good. Then once you've got the hang of writing and arrangement, listen very carefully to other people's music as well as looking up tutorials on mixing and mastering. If you're talking about professional studio recordings, go to school for it.

Temmie and a few others did a majority of the art, he got over $50,000 through kickstarter, he already had a large following from Homestuck fans, etc. He was invited to interview before the game was even out. One thing to say something is a publicity stunt, and another to say he was contractually obligated to mention toby in this specific way.

I doubt much of his following came from his Earthbound romhacks. He composed music for Homestuck before Undertale, and Homestuck had a fuckhuge following at the time. A lot of his followers came from there.

Also, Toby released an Undertale art book that covered a lot of development details. Most backgrounds and battle sprites were made by Temmie, and a lot of guest artists designed other areas (bunny shopkeeper, the Core tileset+background, lava area's background, Flowey Boss fight, etc)
