Sadly it doesn't have as many people playing anymore and it's usually dead, but once in a while there are people playing and I always try to join for it. It's getting a patch soon too that might revive a little interest.

The city areas in Borderlands are cyberpunk-ish, and some of the lore has cyberpunk elements - companies removed the government and put themselves in charge, extreme body modification, general lawlessness. Fallout is just post apocalyptic.
