They need to preserve the meat for later consumption.

Siberian Huskies are bred to withstand temperatures around -50c. They're incredibly resilient cold weather dogs that can comfortably sleep in snow, and are fully capable of staying outside for hours, if not days, in winter and be perfectly fine and not suffer any ill effects.
They not only thrive in the cold, they fucking love it.

Conversely, the heat makes them fucking miserable. They can adapt to live anywhere, yes, but truly hot places will make them miserable.
Due to the way their coats work, shaving them is also not an option, as once their under layer as shaven off (The layer that lets them be ice dogs), it never truly grows back right again and the top and under layers get all fucky, and you basically ruin the dogs quality of life, and why it should only ever be done in a medical emergency.
So, dumping a few bags of ice on your bucket husky in the summer is perfectly fine and acceptable, as it cools them down, makes them comfortable, and makes them happy.
