I've never played the KoF games so I have a bit of a bias, but having it be Terry is just less interesting to me than say, a Metal Slug character, just for the uniqueness factor.
We already have Ryu/Ken for the "Hey, its a character from a -real- fighting game and you can even use -real- fighting game inputs for their moves!" gimmick aspect, doing it for another DLC character is just a little boring by comparison.
