When Toriyama was writing the manga he spent most of his week dicking around and knocked out the next chapter the night before he was supposed to turn it in for printing. Cell isn't a person, he's a weapon. In the manga he's even called "it" instead of "he". Unlike his "siblings", who become more that just instruments of revenge, Cell never aspires for anything more than carrying out what he believes his late creator's will to be, whether it's achieving perfection through any means necessary or exterminating all organic life in the universe. Cell may have been the final boss of his story arc but Gero always was the main villain of the story, even after he died.

I think it's in large part about how focused it is. If you take a special beam cannon and kamehaha with the same total energy, the special beam cannon is packing that force into a way smaller point of contact. That's going to deal more damage to that area of the body than a kamehameha will (same total energy but less on each place it hits), and then the drilling motion makes it penetrate more easily beyond that.

The destructo disc is the same idea, plenty of DBZ characters have "piercing/slicing" moves.
