If everything he tells you is actually 100 percent true I'd tag him as Lawful Good, if not chaotic good/chaotic neutral.

Why would Legion lie? Withholding classified information about the geth, sure, but stating information that is explicitly false is counterproductive to Legion's purpose of interacting with organics and building a bridge between the geth and the rest of the galaxy. It's probably telling the truth about the heretics, Sovereign, and the true intentions of the geth. Legion, prior to the shit in ME3, is merely a terminal of the geth consensus, so if you consider the actions and motivations of the geth as a whole, then they're probably Lawful Neutral or True Neutral.

I was including Mass Effect 3 in my analysis of it.
If we only include Mass Effect 2, then I'd say you're right; Lawful Neutral.
