I haven't gotten too far in Ion Fury yet, but that shotgun quickly became my go-to weapon. If for no other reason, like in many other games with shotguns, it ends up being the only gun I ever have any ammo for, despite it being my most used weapon. Though the better I am getting at the game, the more I'm relying on the starting pistol

Neither, it's so that the cops don't accidentally grab a less-lethal shotgun when they mean to grab a "real" gun if a shootout starts.

Can you explain why? I've heard that soldiers didn't like drum mags in WW2, because apparently they were far less reliable and tended to jam, but I ain't too sure about that
