What makes a good JRPG party member?
Kind of a vague question, do you mean a good character gameplay-wise? A good JRPG character is the same thing as a good character in any other media, make them interesting or funny and people will want them in their party

Not being a boring trope apperance-wise.
Being likable despite whatever other personality qualities they have, even if they're abrasive.
Not being shit-tier combat-wise.
Like Tellah in your screenshot, he's strong when you first get him, but his mana pool is lacking.
Then you get him again later on with stronger spells, but he's still lacking in mana, but he's absolutely neccessary to progress through the game so you work with his shortcomings.
Then you have the case of Edge, Strong and fast, but poor defense, can help with buffs and somewhat strong magic Pin is pretty strong and has a good hitrate smoke, blink. but will get demolished by most stuff if not given a cover or care by Rosa.
Having flaws makes the character more interesting in the game, and you have to work around it without losing too much damage like putting Edge in the backrow.
This is all assuming you meant gameplay-wise

Give everyone ONE busted thing they're really good at that makes them stand out, for example a Ninja that has a really high chance to dodge, an archer/gunman that never misses, an axe man that has a medium chance to do HUGE damage. Things like this stick out a lot and can help win people over on characters that can't get by on writing alone.
Pic related is written okay-ish but she's fun as fuck to use since she can control enemy units, this makes me like her a lot, just an example.
Not being dead weight
The best jrpg characters all have one thing in common, a huge amount of personality. You don't need to understand all their backstory and their goals. The way you portray them, and how happy you want people to be when you make them happy, will reveal a lot more about those personalities than a lot of text would have.

The more lolis, the better
They have to be an actual person who had a life before they joined your party. They have to have a good reason to join up the the MC. They need to have wants and needs outside the main quest of "defeat the big bad" that don't necessarily align with the MC's. They should have some kind of ability or playstyle that makes them unique, they don't have to be balanced or even strong, but there can't be someone who does the same thing, but better.
First off, give the characters a really good reason to be together.
Then give them all really good chemistry together.

A good character. JRPGs literally all have the same brainlet combat so it doesnt matter what their abilities are, just if you like them or not.
