It's a fraction of a second and is almost unrecognizable from its source, to the point it took years for someone to realize it was sampled.

There is actually conflicting case law in regards to issues like this

Basically, this case established that if you sample even just one second of something, then you must pay for it.
However, there have since been other court cases such as the madonna case where the higher court explicitly referenced the case and derided its decision, basically saying that you can sample as long as it's unrecognizable or super short (falling under de minimus).
Basically, it's still sort of a gray area right now. You can most likely get away with it, but there's always the risk of sampling someone uber litigious.

Sampling is pretty common. Earthbound, the game that inspired Undertale, had its fair share of sampling. A lot of music was sampled from Beatles songs, and the music from the Cave of the Past comes from a Beach Boys song called Deirdre. The name your character screen samples the Monty Python theme.

Earthbound is still an extremely original and creative game.

No, that's no what a sample means. When EarthBound copies other music it's not sampling, re-arranging which can still be a difficult thing for right holders. See also Doom's soundtrack.
