Realistically some doomsday bullshit isn't happening, so people prepare for natural disasters and government failures. In that case there's going to be a ton of people everywhere (no post apocalyptic wasteland or barren empty cities roamed by raiders) and they're all just trying to regain some sense of normalcy and safety, so you pack what you need to survive through the confusion and some extra for bartering. You also should have some useful trade skills you can barter with as well ie medical, hunting, cooking, etc
