In Shining Lights, Even in Death, if you spam codec, Miller slips up and implies that he knew about the outbreak beforehand, and even Code Talker calls him out on this. It's implied he set up the quarantine area and put Huey there specifically waiting for Huey to pull something stupid for an excuse to kill him that not even Venom would argue. And if some of the soldiers had to die so he could execute the traitor, then well, can't make an omelette and all that.

This is further hinted when Miller slips up again and reveals that he knew about Huey contacting outside sources about modifying the parasites for quite a while.

When the outbreak occurred, he thought he had the excuse needed to kill Huey, and that's how we got the trial. Going off this, chances are part of his rage for Huey getting exiled is the realization that he sacrificed a bunch of his men for literally nothing. Mother Base dialogue from soldiers also reveal that Miller, even with Skull Face dead, has nothing to focus on and is instead just taking out his anger on everyone around him. Huey gives him a focus point.

The idea is that basically, his lust for revenge got a bunch of people killed and ultimately got him nowhere.

No backups besides buddies you get on the game and your helicopter and the tux is probably the least useful outfit, the rest is regular fatigue+naked variations of camos, some other suit you get later on that locks your rank for using it's ability iirc and that's it. You get raiden for S ranking everything, can't recall if you need to complete optional tasks either.
