Assuming this is SM64 Mario, I just give him a slight push when aligning his QPU to head to parallel universes. This will misalign the QPU and send him to a void in which he cannot escape.

Luigi has slightly higher movement speed. If you get mario between you and him, and then bait an attack at the right time, you can make luigi aggro mario.
You'll have to perfect the first half though, because you WILL have to tank a full hit from mario.

If the Mario & Luigi RPG's taught me anything is that Mario is a glass cannon and Luigi is a tank. I recommend dodging Mario's attacks and retaliate with a counter attack. Then focus your energy on Luigi so he doesn't give Mario any super or 1-up mushrooms.
