if that were the case they'd be much more aggressive about it. Look at xbox game pass for example, they're selling it for a pittance. Stadia is too terrible of a deal for anyone to take up, so they're not even committed to making it a loss leader so they can have us locked in afterward.

Lets face it, normal users are never going to switch to GNU/Linux themselves, but if Google succeeds it will break the hold console and phone companies have over the PC, and once that happens there's nothing Google or anyone else can do to stop PC gaming. Gaming will finally be able to move forward free from the restrictions imposed on it to sell more Xboxes and iPhones.

How often does DirectX update? Only when Microsoft needs to sell a new Xbox or force you to upgrade Windows. The only money they make off gaming now is from the Xbox, and the only way they'll care about the PC is if they can reduce it to being an Xbox that runs Office. With Windows 10 they're almost there.
How often does Metal update? Only when Apple needs to sell a new iPhone or force you to buy a new Mac. They only make money off of gaming on the iPhone, and they'll never care about PC for gaming again because they're pushing everyone to iOS.
There's no good technical reason for either of them to be holding back the PC by forcing their shitty proprietary APIs over Vulkan which updates continually as new GPU features become available, or new ways to use existing GPU features become obvious.

I'm not sure Microsoft releasing some games on Steam really counts as 'allying'. Valve has done nothing to slow their investments in GNU/Linux, and their work on liberating the PC gaming library from the restrictions imposed by Windows continues.
They're well aware partnerships with Microsoft usually end badly for the party other than Microsoft.

Plus the ever decreasing cost for performance ensures that the capabilities of low-end systems will keep entry level hardware affordable.
Those are just also going to be much smaller markets than streaming games will be.
Consoles and low-quality LCDs have actually already solved most of Google's problem with requiring developers to add assists so laggy displays and poor analog controls can be worked around.
We know there's going to be some games you'll get for free with the service, and I won't be surprised if Google pushes a Netflix style model for some of the games they're developing for the service, but do you think they'd get third parties if they promised them a Netflix style model?

Until they get all ISPs to drop data caps and provide stable, high speed download and upload connections at a reasonable price for all users, this will always be a pipe dream for them. Even if they make the system work it doesn't matter if now one is capable of using it to the extent they want.
