No, modern Sega just doesn't like blatantly referencing past iterations of Sonic. That's also why the current comics can't reference old Sonic shit like what was being done at the end of Archie's run (e.g. Breezy and the SSSSS Squad being side characters).

Sonic sells a lot more in America and Europe than Japan. I couldn't exactly tell you why but Sonic was made with in cooperation with Sega of America so it could be one of the factors.

What? The source is that two episodes were made as a pilot and released separately as rentable vhses in Japan. Unfortunately, they didn't attract much interest, so they didn't continue making more episodes. Just another example of Sonic's lack of popularity in Japan.
