Get 4 sets of three and a pair
Sets can be 3 of a kind or a 3 tile straight
Also you need a yaku, go look up a list of those
Don't steal someone's discard unless you have a yaku already, you can always call Riichi for your yaku so long as you never stole a discard
Lastly, if the last tile you need to win is one you discarded at any point, you can't steal it to win, only draw it yourself

Four players take turns drawing a tile and either discarding it if you don't need it or keeping it and discarding a different tile that was in your hand in its place. This goes around the table counter clockwise, the goal is to gradually refine your hand until it makes four sets of three and a pair. The sets can either be 3 of the same tile or a 3-tile sequence in one suit. Your hand is 13 tiles and the winning hand of three sets and a pair is 14 tiles, so you either win off your draw before you discard or when your hand is ready to win (which most often involves a pair, three completed sets, and then something like a 2-3 waiting for a 1 or 4 to finish the fourth set) you can claim the win when someone discards your winning tile. That's what the "ron" button means.

When you win, other players pay you points based on how much value your hand has using things called "yaku" which are kind of equivalent to poker hands except most of them can be combined. If you self draw your win (tsumo) everyone pays some of the points, if you win off someone's discard (ron) they alone pay your hand's full value.

Pic is all the tiles in the game, there are four of each. Only the numbered tiles can form sequences, the honors have to matched as three of kind.

There's obviously more to it than that, but that's the gist of it.

And here's a list of the yaku. You need at least one to declare a win, which seems intimidating, but you usually just do riichi which can be claimed with any four sets and a pair so you don't need to worry too much about your hand's composition beyond four sets and a pair unless you start calling discards.

Oh yeah, that thing about how you can't win off stealing a tile you discarded, it's a little more harsh. You can't steal ANY discards if any one of the tiles you need to win is one you discarded.
