They already got the cheque from Gearbox, the crowdfunding thing is if you want to spend some extra money then you get a line to talk to the devs basically while they make the game, and put suggestions out with other funders.
Which is a neat idea, but it could very easily be a bad one. I'll reserve some hope though because Homeworld as a franchise is pretty hard sci-fi and pretty niche, so the sorts who go that far for funding are probably old, die hard fans who actually would be able to contribute good things, rather than just SJWs who would suggest pozzed crap
