Well pixiv started swelling in popularity for western artis years ago. The appeal was a mix of being a weeaboo, and also it felt prestigious. Since so many quality artists were from pixiv. So the westerners started making accounts despite not knowing Japanese. And then eventually Pixiv caved and made an official english site to cater to their growing English speaking population. And of course, when you lower the barrier of entry, the casuals come in droves. A bunch of substandard western artists started to fill the site.
