It's not a misconception. Devs and industry people straight up post on reera or are aligned with them. You risk being blacklisted by the industry, both in terms of development, publishing, and marketing. It's not worth risking not being able to get a job, your studio not being funded, or your game getting no coverage, just because of outrage like this.

However, they overestimated how bad what they did here was, and more importantly apologizing never works. If they could remove the Ogay thing before shipping without anyone knowing they'd probably do it, but to apologize after the fact just acknowledges guilt so even ignoring their consumers it's a bad move.

The reviews were indeed off-topic but if it's something the user would care about they were made pretty obvious in the graph and the option to default to accounting for those reviews in the total is also present.

They also only applied the review bomb measures after the "outrage" sort of blew over. That being said, I think it was probably the devs/publishers themselves that requested the delay honestly.

The reviews are there for the consumers to gain information on whether they should buy the game. Mostly that means assessing the quality of the game relative to quantity and price. A dev being rude doesn't really factor into that, it's off-topic. Those reviews aren't banned or completely hidden, so any interested consumer may look at them and maybe they end up not wanting to support a developer as a result. But when someone is browsing e.g. the fps tag and sorting by user reviews, a game with 60% recent will be glossed over as a bad game, when that score is just there because of out-of-game stuff. If they did nothing against review bombs, then combined with refunds you would have brigades from all sides and reviews would lose a lot of value (look at metacritic).

Whether it's a bomb or just a steady stream isn't that big a deal, there are review bombs that are related to the content of the game, like a bad patch or whatever. A bomb just makes it easier to detect, isolate and highlight/exclude.

I agree somewhat though. Steam reviews are about a lot of things besides quality, like price which fluctuates constantly and is extremely subjective. I'd like it to be purely about quality, but that's an impossible standard. When that is the case, it should come down to a single factor: "do you recommend others to buy this". You could (not) recommend a game because it doesn't work on your machine, or your gf dumped you and you're miserable, or it triggered your ptsd, or you don't want to give money to the devs, etc.

The problem with this is refunds and brigading. The entire system comes crashing down if you allow this to happen unhindered, you'll have ResetEra threads calling for people to buy a "sexist" game, downvote it, and refund, or literal nazis doing the opposite despite neither playing games or being interested in the game in question. To not incentivize this tribal behaviour, review bombs need to have reduced impact in some way.

Valve has implemented a way to reduce political review bombs as well as other ones that aren't directly related to the game at hand, while still allowing these reviews to exist and highlighting that existence. A problem then would be if reviewers just lied to not be marked as off-topic, which is solved by them including all reviews in a given period as part of the excluded reviews. I really can't think of a clear flaw in their approach, even if there are trade-offs. Keep in mind that the overall rating gets an asterisk, if you mouse over it explains the situation, and if you go to the review section it will show a big-ass graph taking up half the screen bringing the bomb to your attention. Clicking on that you get a big green button to see only those reviews. They are still giving a lot of attention to these issues.

Yeah, changes to the game are not deemed off-topic. There was a roguelite game that got a patch that ruined the game and you could call that a review bomb but it wasn't isolated. Rome 2 was a mix, same as Ion Fury.
