(1) The people who review dont have to have actually played it.
(2) people who review dont have to actually give a review that is accurate to their opinion.

Both of which, dont matter in small scale vs large scale samples... unless...
the number of people who do the above, out number the people who dont.

If some pedophile makes the best game ever, chances are, more people will rate it bad, and or never try it, than those who try it and admit they like it.
Because its an intrinsic instinct to behave this way, in this example, the results will continue to show these results, even with a sample size of the whole planet.

More realistically, as time goes on, people will forget about such things, and the review will be less skewed.
(But the main factor is time, and to a lesser extent sample size, which time + sample size go together, but w/o time, the sample size wouldnt be effective enough.)
