This is the comparative power of the PS4's GPU. Its GPU is by far its strongest component, the CPU is literally a repurposed tabled model and it was far weaker than even i3s, let alone the i5s or i7s people actually had in gaming PCs.
2013 was the launch year for AMD's R9 2XX series and Nvidia's GTX 7XX series.
The PS4's GPU couldn't even match the mid-high models from AMD's previous 7000 series or Nvidia's 500 series. The only "gaming" PCs it was beating were the DotA/LoL and counterstrike toasters.

Not really. The signature feature that the new consoles will have that a majority of pc players don't have is Ray tracing.

The ease to put Ray tracing lighting as a freaking plug in versus drawing the lighting means it will be in alot of games and PC gamers will have to upgrade

Prove it. The PS4 ran games at 967p 30 fps with drops. Sometimes it got up to 1080p with dynamic resolution but then it was dropping to the 25s.
The ""optimisation"" boost is nowhere near as big as you think to believe it is, it's not going to make a GPU suddenly perform a tier higher. Most "optimisation" on consoles actually comes from various tricks done to reduce rendering loads like smaller FOVs, smaller rendering distances, very early LOD switches, aggressive dynamic resolution that drops during gameplay but renders full for screenshots.

Maybe some first party games manage to outperform the hardware by like 10%-15% and that's a stretch. A lot of multiplats pefrorm pretty much as expected. It's all still done through an API, they're not literally coding for the specific hardware like they would've 20 years ago.

The only reason that we still get AAA games, that is the ones that are pushing graphics, it's consoles. There is no market for high end PC-only games and that's why there is not a single studio out there making that.

Consoles will never be able to match PC just due to the nature of them. They need to be able to produce hardware to meet a very specific price point and this requires concessions like using dated lower end hardware. Even with the loss consoles tend to have a console that could match a high end PC will probably never exist due to the sheer cost of competitive hardware putting a console way outside the price range people are willing to pay for a console.
