Far from it. Criticism towards uncanny valley in japanese games (especially in RE Engine made games) is quite rare to find and everytime someone points out how weird looking models tend to be because of the way they use photoscanning they get shut down by the huge masses of fans of the games this engine is attached to.

Uncanny valley is the effect when something is almost perfectly mimicking/replicating a real human but because its so close you subconsciously pick up whats wrong.

what the fuck are you talking about? Art direction matters just as much now as it did then. If an environment looks bland it's the fault of the artists. Realism has fuck all to do with good aesthetic. How can a movie like Blade Runner 2049 or a show like Mindhunter be universally praised for their visuals while still being completely grounded in realism?
That image is a terrible example because there's just as much, if not more, atmosphere in the second pic as the first. It's just a different flavour.

I really hate it when people whine about uncanny valley, because you faggots hold back development and technology. I swear that uncanny is fake, and people only talk about it because they heard someone mention it once. It's like you're being told how to feel about something. You're probably fucking afraid of clowns. How much of a fucking sissy do you have to be to be afraid of clowns because of uncanny valley?

That's exactly what uncanny valley means. When there is so much effort in replicating realistic details, to the point that these details start making the model look creepy and unsettling, that's how the Uncanny Valley effect is born.
Surely, there have been better attempts at replicating realism without feeling uncanny valley, but Capcom hasn't really succeeded at that yet. But Americans love Uncanny Valley for whatever reason, look at the new Lion King movie, it's a blockbuster despite having poor reviews all over the place.

I think the response to that can be found in this statement. Despite not being overly realistic, the models in Summer Lesson are made in order to evoke an emotional response, which is "cute" and "loveable".
Something like in the OP is clearly meant to replicate the look of westerners but going in such an overly realistic direction that it lacks any emotional response. That isn't to say girls have to necessarely always look pretty, but a model that is so close to realism is also close to our everyday life, which results in a generic look on top of the weird dissonance (that unsettling feeling) we feel about such overly detailed models.
In general the industry got a whole lot better in that regard, so it's just Capcom being... Capcom and missing the appeal of actually good looking models that can still be somehow realistic and also give you a strong emotional response.
