I think it's acceptable to do in a few cases where the developer breaks trust with the consumer, eg. deciding to make their game an e*ic st*re timed exclusive after taking kickstarter money from fans who were promised a concurrent steam release or cutting content that was promised at the last minute.

As for your question OP, it depends on what exactly is being protested by review bombing. I think issues of company corruption or maybe even the company employees being treated fairly are a valid reason for the consumer base to review bomb a product. But politics is such a wishy washy area that you'll most likely get answers that just support the answerer's agenda. i.e. "you can review bomb because of a thing I dislike but you can't review bomb because of a thing I like, fact."
