Inti devs have said in an interview that "That was always the plan" but "we think this perfectly sets up Legends: was also the closing point of the very weird timeline comments in the Zero Complete Works. Granted that was before they confirmed they'd do a sequel series at all: I think any finality is open to interpretation. People make their living salvaging derelict technology. Even though the present society is the most technologically advanced one to live on the planet, and are in possession of functionally infinite energy. Yet also people are fucking around trying to get more power by doing almost cartoonishly evil shit. People are afraid of the scary robots even though they're really just people, either still hung up on the same conflict from X, or skipping over the humanity mirror from Legends again. The world is a technocracy and all-powerful masters dictate who lives and dies. Except they're completely ineffectual and deadlock so they do nothing.
Sad thing is I think anyone could make a dozen fucking concepts of "How to flood the world" without it being "A character decided to do it", and tie it into the plot of the series so it's not just a stepping stone middle child.

MegaMan Legends is one of my favorite games of all time, it's soul incarnate and I love nearly everything about it, but MegaMan Legends 2 just feels like a slightly above average game to me, nothing special.
I'm not sure why exactly this is, I can easily think of aspects I don't like of it, for example all the ruins not being interconnected, the entire world not being freely traversable and instead requiring travel through a menu, and missing the SOUL INCARNATE features like nearly the entire town being destructable between the 3 in-town fights nothing more satisfying for me in a MML playthrough than levelling the downtown, city hall, and old city areas but that can't fully explain why I consider MML2 a 5/10 at best while I consider MML (in my heart only, not on an objective scale) a 10/10.

Legends is a testament to artstyle surpassing sheer graphical power. And the gameplay impact, as a result, is a smooth 60 FPS that isn't hard to emulate or play. X7 3D sections were abysmal though. Megaman Legends had it right by making it a kinda open world and the stages were the dungeons you explore. I know what you mean, and I think that part of that centers on the fact that MML1 is a kind of single fluid adventure in one place, and you get to see all the stuff happening on the island and little events here and there that really made the place feel alive, kind of like how Majora's Mask really gave the spotlight to all the side characters in town living their lives and going about their business every day. MML2 in contrast feels more like a standard adventure game with standard progression. You go to island, do some stuff to get into the big ruin, clear the dungeon, get the key, rinse and repeat till the endgame. While MML1 had kind of a similar progression, it was better at "hiding" it due to the nature of the game's design feeling less "gamey" (I don't mean that in the retarded modern game journalist sense).
The one thing I do love about 2 though is that the actual dungeons feel huge compared to 1's. I replayed 1 about a year ago and I was surprised at how short it was compared to what I remembered. Every main ruin was only like 4 rooms max and even the interconnected one was kind of short. If they ever make MML3, I really hope they keep that living, breathing world design from 1, but also work in the better dungeon design of 2. Honestly those games are still some of my favorites ever and I've never really played anything comparable to that really wonderful unique design that 1 had.

Every part of me wants to despise 2 for being so different from 1 but I can't do it. Yeah I know the pacing is awful, I know it throws out half of what made Legends special, and I know the cliffhanger ending fucking sucks and Bola and Klaymoor have no reason to exist. The Zero/ZX Collection is probably it for the MegaMan compilations until the next console generation when they do another repackage of the Classic and X ones, and Legends 3 lost its chance at ever happening when it was the victim of an unceremonious cancellation. I think MML2 was better than MML1 in pretty much every well. Hell I think MML2 has better pacing than MML1. MML1 takes way to long to get interesting and the first 3 or 4 dig sites are boring as fuck to trudge through, not to mention the combat in MML1 is fucking dull as shit while 2 made quite a few improvements. Yeah locking on and then just circle strafing around the enemy and occasionally jumping will solve about 90% of all encounter in both games but the controls are better and 2 and so is the enemy variety. 2 also just looks better, first one all the digs look pretty much the same while in 2 they're varied and detailed and each one has it's own theme to it. It's still not quite up to par with OoT/MM but they were a huge improvement over the first one.

I always liked to think that all the ruins everywhere were secretly connected. That the reason the world flooded was due to some impossibly huge super structure being submerged in the ocean causing the water level to rise and flooding the planet. With the ruins being just the above ground parts of it.
It could have been a floating super techno super continent that spanned all the oceans of the planet and was sank due to conflict or someone was actively trying to reshape the world and created it as the foundation for the new world but never had a chance to actually build all the land on top of it like they planned.

Square tells Nintendo that they don't want to develop Final Fantasy 7 on N64 and Nintendo cuts all ties with them and won't let them release games for any Nintendo systems at all until they eventually came crawling back and renegotiated to release GBA games.
So we actually know what happens when Nintendo is angry at exclusivity. Where was that for Capcom? Oh right, it never happened because you're a crazy dumbass. Stop posting. Finding the motivation for corporation's decisions are simple, they want to make money that's pretty much it. Why do they sometimes do nice things? Because that breeds loyalty and consumer good will which means people feel more comfortable spending money, they're not doing it out of altruism, there are no altruistic corporations it's just occasionally the cynical approach can be disguised as altruism. Why didn't they release the MML3 demo even though it was for money? Because they ran some numbers and decided it probably wasn't going to make enough money to warrant further development. And there was a possibility if they did release it and it was bad there was a chance it would hurt them, so ultimately they decided not to do it.
Now look at your crazy theory crafting with Nintendo, why would they spend money buying the rights to use a game, and then purposefully make it bad just to settle a 20 year old grudge? Where is the money to be made in that? Where is the history of this sort of behavior that would lead you to this conclusion? Just try to think about things logically next time.

The irony of the whole situation is that the cancellation kicked off enough publicity that if MML3 ever happens, assuming that MML passes the Capcom re-release test, it'll probably sell better than it actually would have on the 3DS. As much as a kick in the dick as MML3's cancellation is, it does make sense from an internal perspective. Megaman sales are tanking, Inafune keeps greenlighting projects Capcom doesn't want, proceeds to greenlight his pet project in extremely shaky circumstances, and then publicly burns his bridges as he leaves the company. Capcom is left with a game they don't want in a series that is selling badly in a niche subseries that sold the worst of all. As much as it looked like spite at the time it's probably the most justifiable cancellation.
Yea Forums being weird right now didn't let me cancel my post before I could adjust it but I take back that last part, there was clearly a fuckton of spite involved because MM11's producer flat out stated that Megaman became a black term in-company since it was Inafune's baby and that's why it took so long for somebody to find the nerve to stand up and push for Megaman to make a comeback.. But it still at least makes sense why it got on the chopping block.

Legends 2 tries too hard to juggle several antagonists and a bigger plot but you're left with a game that's really heavy on cutscenes in the first half and mostly text and filler in the rest. By the time the story gets going again after the obligatory wild goose chase the story is pretty much over. The clowns are ferried out of the plot conveniently so the 2serious 4me stuff can start and after the big revelation you're left with nothing but a huge plot dump by two NPC's and final dingeon.
That said the game is pretty as shit and the dungeons are ace. Especially the last one.
