Because game reviews from critics are way skewed towards the 10/10 side on the scale of 1-10. A game has to be truly terrible to get a 5 out of 10 or below, unlike a movie. This means that the "tomato-meter" rating for every single game would range from like 88-100% of critics liking it, with only the absolute worst games like FO76 getting below 88%.

So it'd be pretty useless unless game reviewers all agreed to change their reviewing standards at once, and also retroactively changed their review scores from every previous game they've ever reviewed in order to make them more balanced towards the middle of the scale (out of 10) as well.
