You could say that "dragon" is a general term in the same way "lizard" is, making dragons an order that contains the different families, such as wyverns, wyrms, and all that stuff. Referring to them as dragons would still be correct in the same way iguanas, agamas, skinks, etc. are all lizards.

But then the other side could say "Well, their classification works differently. Wyverns are to dragons what tuataras are to lizards. They resemble each other a lot and are easy to mix up, but referring to them as each other's name is incorrect. Therefore dragons, wyverns, wyrms and such are all their own orders of fantasy reptiles that contain specific families within them like elemental wyverns, dwarf wyverns, whatever.

In the end they are fictional animals with no strict classification, so it purely depends on the creator of the fanatsy world to decide about it.
