PS4 Pro is a very poorly engineered console. Even it's theoretical maximum power is not enough for 4K in the majority of games. Then on top of that, the hardware is kind of a jumbled mess of parts, leading to it being difficult to tap into it's potential. Which is why you see so many games getting around 1440p, 30fps on it.
By comparison the X1X is a much, much better designed machine, plus it has superior API through DX12
