the crime system was terrible all around, fines were ridiculously low and if Thane you can get away with anything.
It should have been something like certain crimes you can't just pay a fine or pull thane status.

Everything involved with the darl brotherhood in skyrim is a joke. I was fucking pissed when the destroy dark brotherhood quest was just go to a cave and kill everyone instead of intercepting them one at a time in cool separate missions

Morrowind is super fucked. Great houses are the only law you can get, and Redoran is the only one that at least tries to be honorable but all houses are rife with corruption. Hialu is in bed with the Cammona Tong and Telvanni doesn't care about anyone that isn't upper class. The highest standard of law is the Ordinators, who will protect you but also throw you in jail or execute you if they slightly suspect you're doing something heretic to Tribunal religion. Then there's the Morag Tong which is a LEGALLY SANCTIONED GUILD OF ASSASSINS, so if someone has a writ on you have fun. On top of that there's also vampire clans and the Dark Brotherhood of course, both illegal but still have a presence. Step into tribal Ashlander territory and your ass is grass. Everything is done through bribes, or some kind of foul play. Dying is a preferable alternative to living if you get captured and made a slave.
