Is this worth reinstalling and modding? I haven't played it since 2004 but recently I've been considering downloading it and giving it another go.

No even with mods it's too rough these days.

It works pretty well on my khajjit most of the times.

Pickpocketing is totally broken in Morrowind because for some reason it's only affected by Sneak and Luck AND it's capped at 75% chance of success AND it rolls the check twice so it's effectively even lower AND not all of the NPC's items will appear even if you are succesful

Stand behind a pillar and use telekinesis. As soon as line of sight is broken you can steal whatever you want from 100 feet away

desu I never bothered with a thief character in Morrowind, the only way to make it work is by using that amulet that gives you 80% chameleon but by that point you might as well play as a mage and glass armor looks like shit.

Get chameleon, otherwise it's pretty useless. You can sneak and steal anything regardless of skill level if you can position behind smth blocking direct line of sight.
There's assassin on the world map that has like 50%? constant chameleon ring.

I believe it's because they had to rush the game. They told Todd that he needs to have the game in playing conditions in a certain date and they didn't had time to integrate some stuff and they won't do it in the future since people ate the half eaten pizza and even kissed their feets, plus if they put all the stuff missing people will know that they have bought an unfinished product.
Why do you think things like fallout 76 exists? Because they know the consumers will buy everything even if it's unfinished, skyrim showed them that.
