you have 2 choices:
1) Play in the morning and DO NOT LOG OUT
2) If you're a wageslave call somebody at home and tell them to have you queue up like 6 hours before you get home
This happens to literally every single MMO launch. Most companies add dozens of extra servers because of the demand, but then in 1-3 months, about half the players have quit and 90% of servers are empty. Almost every non-Korean MMO released since WoW did this, and almost every single one of them had this problem. Its better to have server queues for the first week and all realms have a decent population than to make 30+ extra servers, and all but 5 or 6 be dead in a month with the few players on there unable to do end game content

Layers don't fix the issue of server congestion. Only zone congestion. Bandwidth is still a concern that's gated by no. of players allowed on a server.
They hope the hotfix will resolve the problem at the risk of tanking server bandwidth until all the tourists consume product them get hyped for next product.
